Purpose & Explanation
In August 2024, City staff and Councilor Banweg met with a visually impaired resident from College Street and a representative from the Cleveland Sight Center. The purpose of the meeting was to address the resident's concerns about pedestrian safety when navigating downtown.
The group walked from the resident's home along portions of E. Main Street, Aurora Street, and N. Main Street to assess sidewalk and crosswalk conditions. The most significant concern was the unsignalized crosswalk at the intersection of E. Main Street and Aurora Street.
During the site walk, the resident and the Cleveland Sight Center advocate noted that a HAWK signal would be beneficial at this intersection. As one of the busiest crossings in the area without a signal or a rectangular rapid flashing crosswalk beacon (RRFB), a HAWK signal could improve pedestrian safety.
A HAWK signal, also known as a Pedestrian Hybrid Beacon, is a type of traffic signal designed to enhance pedestrian safety at unsignalized crosswalks. It's a more cost-effective alternative to a full traffic signal and is typically activated by pedestrians pushing a button. Staff will discuss the site walk with Council, the potential benefits of a HAWK signal, and the necessary studies to implement it at the intersection. We will also review next steps for evaluating the intersection and improving pedestrian safety, particularly for individuals with visual impairments.
