This sensor will notify the Public Works Department if there is a sudden change in the waterline (i.e. velocity) to alert them of the issue in order to minimize the loss of water within the system due to its topographic elevation.

Purpose & Explanation
Bids were opened on November 26, 2013 @ 9:00am. Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate = $24,000.00
Vito Gironda Construction Company $24,725.00
Senn Construction Company $34,367.00
Schirmer Construction, LLC. $35,900.00
The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Vito Gironda Construction Company for the Boy Scouts of America Water Line Flow Meter Project. The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction for a total amount of $27,197.50
Total Contract = $24,725 (base) + $2,472.50 (contingency) = $27,197.50
To reduce cost and time on the project, the City has purchased the flow meter directly from the supplier, obtained the permit from Ohio Edison and is hiring the City's SCADA contractor, Summit Office Solutions. The SCADA equipment is necessary to take the data from the flow meter and apply it to the City's existing computer/phone metering system. The total cost for these 3 items and project advertising totaled $12,620.00. With these items, the total project cost is at $39,818.50 putting us over the budgeted amount of $35,000.00.
