Purpose & Explanation
Ohio's biennial capital budget (passed in even-numbered years) funds infrastructure projects for state agencies and community facilities that provide statewide public benefits, such as higher education, parks, conservation, cultural venues, and recreation. These projects are financed through tax-exempt state bonds and must comply with the Ohio Constitution, state law, and federal tax law for the full life of the bond. Unlike competitive grants, community projects are funded through legislative earmarks in the appropriations bill.
For the 2026 capital budget, the City of Hudson submitted four projects:
1. Barlow Farm Park Trail (Final Phase) - $600,000
Completion of the final 200-foot trail segment crossing the Norfolk Southern railroad to connect Barlow Farm Park with Wood Hollow Metro Park, including safety improvements and Quiet Zone upgrades.
2. Ellsworth Meadows Golf Course - $175,000
Construction of a dry stormwater detention pond near Hole #7 to manage runoff, reduce flooding risk, and improve drainage for nearby homes and the golf course.
3. Stow Road Battery Backup System - $475,000
Development of a Battery Energy Storage System near Hudson Public Power's East Substation through a public-private partnership to enhance grid reliability and stabilize electricity supply.
