Presentation and Discussion of the Summit County Public Health Department Tobacco 21 Initiative

Executive Summary:  Tobacco 21 (T21) is an initiative by the Summit County Public Health Department (SCPH) to raise the minimum age of tobacco sales to 21.  A representative from the Department will present the issue to City Council and discuss the legislative support they are seeking.

This initiative was presented to City Council in May 2018.  No formal action was taken at that time.

Purpose & Explanation

The purpose is to re-introduce the T21 initiative to Council and allow Council to decide whether or not the City of Hudson wants to participate through legislative support.

Passage of a T21 ordinance would raise the age of tobacco sales in Hudson to 21 and allow the SPCH to enforce the provisions of the ordinance.

Attached to this file are the handouts from the prior presentation.  The “Process Map for Implementation” gives a detailed summary of how the program would be rolled out and enforced.

According to tobacco21.org, there are 340+ states, cities and counties that have raised the age to 21.
