Purpose & Explanation
City staff continue to advance the applicable due diligence studies and site clean up to advance towards site authentication from JobsOhio in November of 2025. One item in need of resolution is the large stockpile of street pavers stored on the property. These bricks were removed from the city streets during previous repaving projects and have been stored on-site by Public Works for many years. The previous City Administration asked the staff to have these pavers removed from downtown road projects and palletized for future uses in the City, approximately a decade ago. No uses were ever planned to reuse them.
A large number of the pavers are fairly chipped/damaged, the wood pallets they rest on have decayed, and many pavers have asphalt adhered to them. The extended time/labor needed to sort through them to find suitable pavers would be difficult and time consuming. Staff did confirm through local contractors and current Govdeals postings that there may be some limited market of this product in hopes the city would at least not have to bear the cost to removal. The city also met with Hudson Heritage Association in June and requested a written response regarding potential interest in utilizing the pavers.
City Council has annually authorized such materials to be sold at online auction (24-147). Staff is seeking Council direction on this item; however, no legislation is required.
Timing Considerations
Staff is requesting to post to Gov Deals on August 1, 2025 to allow for the removal prior to final consideration for site authentication in November.
