Executive Summary:   This legislation seeks approval of the terms and conditions of the collective bargaining agreement that was negotiated in part by the City Manager with the Ohio Patrolmen’s Benevolent Association (Dispatchers) and authorization for the City Manager to enter into said agreement.

Legislative History

Resolution No. 15-122, authorizing an Agreement with Ohio Patrolmen’s Benevolent Association on behalf of dispatcher bargaining unit members in the City’s Police Department for years 2015 through 2017; passed August 18, 2015.

Purpose & Explanation

Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into this bargaining agreement, retro-active to July 1, 2018, which covers terms and conditions of employment and other related matters for bargaining unit members of the Ohio Patrolmen’s Benevolent Association for Sergeants.  The contract will be effective upon execution thru December 31, 2020.  The Agreement was ratified by union membership vote on December 13, 2018. 

Timing Considerations

Emergency language is necessary in order for the contract to be effective immediately, retroactive to July 1, 2018.
