Executive Summary: The agreement is a renewal of the City's long-standing agreement with SWCD to encourage cooperation towards the attainment of environmental stewardship including but not limited to the goals in the community's National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Storm Water Permit, and to appropriate funds towards the general operations of the SWCD which support this effort.

Purpose & Explanation
The City has long maintained an agreement with SWCD administratively.  The agreement is amended periodically.  This year SWCD has asked that this process be formalized by adoption of a resolution approved by Council.
The agreement has been revised to correlate more directly with the terms of the NPDES Phase II Municipal Storm Water Permit, but the City's obligations remain largely unaffected.
The appropriation is approximately $1,900 for the educational component of the permit and is budgeted out of the Public Works storm water budget.

Staff expects this matter to be placed on the consent agenda of April 2 for final action.
