Purpose & Explanation
ODOT has a process that allows local public agencies (LPA) to administer projects that will use State or Federal funding. The process requires the LPA to enter into an agreement with ODOT for this process. The agreement requires the LPA to follow the State process for the contract. The LPA process allows for more local control of the design and construction.
The Terex Road Resurfacing Project includes the resurfacing from Londonairy Blvd. to Barlow Road (West).
The Terex Road Resurfacing Project construction costs will be split 80%/20% max./min. (State/City) Resurfacing Grant for this project. The current award for this project is 506,000 and the City is responsible for all costs above the grant amount. The preliminary estimated total cost of the project is $706,000. ODOT has scheduled these funds to be available in 2023.
Staff anticipates completing the design of the project in-house with assistance from a pre-qualified traffic consultant. Once staff completes the project design and final cost estimate it will be presented to Council for approval to bid and advertise the project.

Timing Considerations
The City will enter into the LPA agreement following City Council's approval of this legislation.
