Brief Description: As part of the upcoming "Stow Road and Hines Hill Road Quiet Zone Project" the Norfolk Southern Railway Company requires a Maintenance Agreement be executed prior to any construction for each roadway.

Purpose & Explanation
The Stow Road and Hines Hill Road Quiet Zones will include the design, coordination with Norfolk Southern Railroad Corporation and construction of new quiet zones on Stow Road and Hines Hill Road. The new quiet zone improvements are anticipated to be low profile, concrete medians with reflective delineators posted on top of the medians.
The Norfolk Southern Railway Maintenance Agreement is a document required by the railroad company to permit the City to enter the railroad's property to construct the improvements. The Agreement officially identifies the parties involved in the project, the location and scope of the project, defines legal terms, insurance requirements, and establishes maintenance responsibilities for the new improvements. The Maintenance Agreement has been reviewed by the City Solicitor and has approved the agreement to form.
After execution of the Maintenance Agreement, construction of the project can commence. After construction, a Notice of Establishment will be submitted to the Federal Railroad Administration that provides an official notice that the improvements have been completed and that the new Quiet Zone is ready to go into effect.
