A RESOLUTION TO CONSENT TO THE OHIO DEPARTMENT OF TRANSPORTATION (“ODOT”) PERFORMANCE OF ASPHALT OVERLAY TO STATE ROUTE 303 FROM 10.54 TO 10.57 (PID 84658) WITHIN THE CITY OF HUDSON LIMITS; AND DECLARING AN EMERGENCY.
Executive Summary: The Ohio Department of Transportation requires local consent legislation allowing them to perform work within City corporation limits. The work would include fine graded polymer asphalt overlay to SR 303 (SUM-SR8/303-4.31/10.00) beginning in Fiscal Year 2016. This work is located between SR 8 and Terex Road, on SR 303.

Purpose & Explanation
The Ohio Department of Transportation requires local consent legislation allowing them to perform work within City corporation limits. The work would include fine graded polymer asphalt overlay to SR 303 near the SR 8 overpass and ODOT will be responsible for 100% of the cost. The City would be responsible for 100% of any additional improvements requested by the City which are determined by the State and Federal Highway Administration to be unnecessary for the Project.
Timing Considerations
Once Council approves this Resolution City staff would forward the signed copies of the Resolution to the Ohio Department of Transportation.

Staff recommends that City Council approve the recommended Resolution to give consent to the Ohio Department of Transportation to perform fine graded polymer asphalt overlay to SR 303 near the SR 8 overpass in Fiscal Year 2016. City staff is also requesting that an emergency clause be added to the legislation in order to protect the welfare and safety of the public.
