Purpose & Explanation
This project originated from a smaller, "neighborhood" stormwater study conducted in late 2024 following a severe rain event on August 8, 2024. The study identified this section of the storm sewer as a critical "choke point" contributing to upstream flooding. To address this, the project involves upsizing the existing 48-inch storm sewer and box culvert to a new, higher-capacity box culvert, extending from the north side of E. Streetsboro Street (SR 303) south to the existing 4'x8' box culvert east of Rosewood Grill. Reference map attached.
Designed in-house, the project replaces a 48-inch round culvert and smaller box culverts with a larger box culvert to increase capacity to the existing downstream system. Construction is scheduled for the summer of 2026 and will involve replacing the culvert directly under SR 303. This work is timed to coincide with the County's SR 303 Sanitary Sewer Replacement project to minimize community impact while traffic is already restricted in the area.
The estimated construction cost is $635,000, including contingency. Following the approval of this resolution, the Engineering Department will advertise for bids in the local newspaper. Staff will only return to Council if the received bids exceed the Engineer's Estimate by more than 10%; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
