Purpose & Explanation
The scope of this project involves the lining of approximately 2900 feet of 8 inch sanitary sewers, 400 feet of 10 inch sanitary sewers, 650 feet of 12 inch sanitary sewers and 180 feet of 21 inch sanitary sewers. The sanitary sewers that will be lined are located on Hartford Drive, West Streetsboro Street, Sunset Drive, Clairhaven Road, Aurora Road and under the under the Norfolk Southern railroad tracks off of Morse Road. The existing sanitary sewers were constructed with vitrified clay pipe and are in poor condition. The sanitary pipe is fractured in a number of locations and the pipes have significant infiltration issues. The pipes have offset joints which could contribute to main line blockage.
Timing Considerations
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project. Following the bid opening, we will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that Council approves this authorization for the City Manager to advertise and receive bids for the 2014 Sanitary Sewer Lining Project. We are also requesting an emergency clause be added for the public safety and welfare.
