Purpose & Explanation
In August 2022, Council and staff discussed Pedestrian Safety around Hudson Schools at Unsignalized Crosswalks including the eight (8) unsignalized, school zone crosswalks shown on the attached map exhibit.
The purpose of the discussion was to identify if the introduction of Rectangular Rapid Flashing Beacons (RRFBs), similar to other flashing crosswalk signs installed at crosswalks, would provide a safety improvement at those specific, school zone crosswalks.
The discussion concluded that the City Manager would perform an evaluation at each crosswalk location, to ensure compliance with applicable requirements, such as the Federal Highway Administration (FHWA), Ohio Department of Transportation (ODOT), Ohio Manual of Uniform Traffic Control Devices (OMUTCD), City policy or other applicable regulations, and provide a recommendation for the installation of the RRFBs where applicable.
The City's traffic consultant's draft report is attached. The study identifies that six (6) of the eight (8) crosswalks are recommended to have RRFBs installed (see map exhibit). The study also recommends other improvements to increase pedestrian safety at the crosswalks.

Suggested Action
With Council's concurrence, staff will proceed with the design of the six (6) proposed RRFB installations and return to Council for permission to bid and award the construction of the improvements. Construction would be in 2023.
