Brief Description: The Public Works Department employees plow snow on city roadways, while contracting for snow plowing for the City's 219 cul-de-sacs. The last contract expired on May 31, 2020. Per City Charter, the contract was put out to public bid this past July. The new contract is for a two (2) term with two-year contract renewal option based on renewal pricing and contract performance.

Purpose & Explanation
The Public Works Service Division contracts for the snow plowing of all city cul-de-sacs. Currently there are 219 cul-de-sac locations to be serviced during and after winter weather events. H&M Snow Pros, Inc. has held the contract for several years and has performed services very well during the last contract term which expired on May 31, 2020. Bids were opened on July 23 and H&M Snow Pros, Inc. was the only bidder. The annual pricing for this contract came in at $40,200.00. This total represents a 7% increase over the previous contract period. The annual budget for cul-de-sac snow plowing is $55,000.
Timing Considerations
Upon City Council approval, the Public Works Staff will execute the Cul-de-Sac snow contract for the term of November 1, 2020 through May 31, 2022.

Suggested Action
Staff recommends that City Council authorize the City Manager to enter into a contract for City Cul-De-Sac snow and ice control services with H & M Snow Pros, Inc., 10389 Kinsman Road, Newbury, OH 44065 for a contract term of two years commencing on November 1, 2020 through May 31, 2022 at the unit prices submitted.
