Previous discussion of this project has occurred during budget meetings.  
Purpose & Explanation
Hudson residents have repeatedly asked for connectivity within the City of Hudson as well as regionally.  As a result, the Parks Master Plan developed a proposed trail system that would provide connectivity between parks, between parks and neighborhoods, and between neighborhoods and the downtown area.  The Park Board has prioritized the construction of the Veterans Trail as its highest priority based on potential usage and overall community impact.  For years this project has been referred to as the “Spine Trail” as it will serve as the backbone for future trail projects.  Constructing this trail over the next four years will lead to increased connectivity within the community and lay the ground work for additional future trail connections.  
Timing Considerations
Funds for the construction of the first phase of the trail along Hines Hill Road have been allocated in the 2013 City Budget.

Suggested Action
Staff recommends that Council consider and discuss this project.  Staff will continue to move forward on design and engineering work for this project if appropriate.
