Purpose & Explanation

The Residential Driveway Plowing Program offers essential snow removal services, ensuring that seniors and adults with disabilities can safely navigate the winter months. By keeping driveways clear, the program enables residents to maintain access to vital activities, such as medical appointments, prescription pick-ups, and emergency services, fostering independence and peace of mind during harsh weather conditions.

During its pilot season in 2023, the program received 70 applications, resulting in 46 qualifying participants. The lower application count was largely due to the program's late-season development. However, participation significantly increased in 2024, thanks to earlier enrollment, strategic planning, and enhanced program promotion. Staff processed 105 applications, with 86 meeting the qualifications. Staff is seeking City Council's guidance to determine the program’s scope and structure for the upcoming winter season.
