Purpose & Explanation
The following is a synopsis of the Hilltop Motel drug investigation, subsequent forfeiture, building razing and pending sale of vacant property.
In December of 2009, Lt. Kevin May, with the assistance of Det. Krieger of the Twinsburg Police Department began an investigation of suspected drug activity at the Hilltop Motel, located at 7870 Ravenna Rd., in the northeast quadrant of the City, and the Blue Top Motel, located in Twinsburg. The Hilltop Motel, actually being run as an apartment building, had been the location of numerous incidents involving drugs, assaults, etc. for many years. The result of this investigation, and numerous controlled drug "buys" at the motel in Hudson, resulted in the arrest and conviction of Jitendra "Jay" Kapasi. That conviction also involved the forfeiture and assignment of ownership of the Hilltop Motel to the City of Hudson (per court order, the property should have been forfeited to the City of Hudson and Summit County jointly, as by law, the proceeds of its sale were to be split 50/50 with the Hudson Police Department and the Summit County Prosecutor's Office).
The building was eventually razed by the City in 2011, as it was unfit for habitation. There also had been numerous deficiencies related to the property, causing citations from the State Fire Marshall, as well as the County Health Department, State and Federal EPA's.
