Executive Summary
The Public Properties Division currently contracts for preventative maintenance services and repairs of HVAC equipment and associated control systems assets. The current annual cost of the preventative maintenance program is $18,840. The annual estimated cost for emergency call in service parts and labor is $35,000 at a service rate of $84.60/hr. This comprehensive preventative maintenance program and the associated building automation control management system maintenance provide for the proper, effective and efficient operation of the City’s HVAC systems. The current contract expires on December 31, 2012.

Purpose & Explanation
Over the past five years the Public Properties Division, in cooperation with The Enterprise Corporation (the City’s current HVAC contractor) has installed a new computerized energy management system and has replaced aged and inefficient HVAC components, controls and equipment. The Enterprise Corporation has consistently provided high quality technical service and the continuity of services needed to manage such a large amount of HVAC equipment and computerized controls.
The HVAC contract is a five (5) year service contract. The contract language provides for a renewal option provided the City has been satisfied with the contractors performance and the newly submitted pricing remains reasonable. The renewal pricing represents a 5.3% increase in the current pricing and complies with the current contract language regarding contract renewal pricing. A summary of the renewal pricing has been attached for review.
