Purpose & Explanation
The City of Hudson is required under its NPDES Municipal Separate Storm Sewer System (MS4) Permit to perform annual inspections of all designated stormwater outfalls. These inspections evaluate structural condition, evidence of illicit discharges, and overall water-quality indicators to ensure compliance with state and federal stormwater regulations.
To fulfill these requirements, the City contracts Summit County Public Health (SCPH) to perform the inspections and provide documentation consistent with Ohio EPA standards. The proposed contract term covers a five-year period from 2026 through 2030, ensuring continuity of service and regulatory compliance throughout the permit cycle.
The City Administration is requesting City Council approval to authorize the City Manager to enter into a contract with Summit County Public Health for the NPDES Inspection Services in the total contract amount of $119,494.51.
