Staff would like to update this section to reflect various changes due to industry standards that have changed since the last update.

Purpose & Explanation
Staff would like to make updates to Sections 1 of the City of Hudson Engineering Standards for Infrastructure Construction to reflect various changes since their last update in 2019. A summary of the changes and full edited copy of the recommend changes are attached.
