Title: A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE-PURCHASE AGREEMENT WITH EXCELLANCE, INC. Additionally EMS has chosen to once again remount the Ambulance rather than replace the vehicle. This action results in a savings of over $79,000.

Legislative History
a. In December of 2004 EMS request legislation (Resolution 04-220) to enter into an agreement to lease or purchase two (2) ambulances from Excellance, Inc.

b. In August of 2005 the Finance Director determined that leasing the vehicles was, at that time, the best option and requested legislation (Resolution 05-122) to enter into a Lease Agreement for the Ambulances approved via Resolution 04-220.

c. Due to maintenance and reliability issues that EMS was experiencing with its Ambulances, beginning in 2005 we reduced the life cycle from nine years to six years. This has significantly improved our operations by reducing down time and major repairs.

d. In December of 2006 EMS request legislation (Resolution 06-155) to enter into an agreement to purchase an Ambulance from Excellance, Inc. It was delivered in November 2007 and is the Ambulance that we are requesting to replace.

Purpose & Explanation
a. Council has tentatively approved, via the five year plan, the lease/purchase of a replacement ambulance in 2014.

b. The current cost of a new ambulance from our immediate past vendor is $210,000.

c. Excellance, Inc., the original manufacture of this Ambulance, has presented the option of remounting our old ambulance box on to a new chassis. The cost to perform this remount is $130,416.98. This repres...
