Brief Description: This project includes the design of a new storm water management pond inside Darrow Park to help alleviate flood flows to downstream properties off Tamarisk and Lascala Drive at a cost not to exceed $135,857.70, which includes a 10% contingency.

Purpose & Explanation
This project was identified in a smaller, "neighborhood" storm water study conducted in 2024-2025. Next year, culverts under Edgeview Drive are scheduled for upsizing to alleviate flooding to properties on Edgeview Drive. A new storm water management pond inside Darrow Park is needed to alleviate flood flows to downstream properties off Tamarisk and Lascala Drives.
Staff presented the concept plan to the City's Parks Board in April to gain concurrence on this project an also alert the Board to a future, larger storm water management facility inside Darrow Park. This second pond project, or phase 2 project, is anticipated in the future and is being currently evaluated as part of the Tinkers Creek Watershed Study.
Design proposals for this project were requested of five (5) engineering design firms. (GPD Group, Chagrin Valley Engineering (CVE), Osborn Engineering, EDG, and ms Consultants) of which four (4) responded. Staff reviewed and scored each proposal based upon major factors including previous storm modeling experience, experience with the City, project understanding cost and other factors. Staff unanimously ranked GPD and CVE as the top consultants. After reviewing the proposals and further refining the scope of services, the recommended consultant and negotiated fee is CVE at a total cost of $115,796.
