Purpose & Explanation
Councilman Foster proposed an amendment to the City's Charter to implement term limits for members of City Council.
This matter was discussed at the Council workshop of May 25, 2021, and there was consensus to include the Mayor, as well, such that for all of the City's elected officials:
No person shall hold the office of Council (or Mayor) for a period of longer than two successive terms of four years. Terms shall be considered successive unless separated by a period of four or more years. Only terms beginning on or after December 1, 2021, shall be considered in determining an individual's eligibility to hold office.
In determining the eligibility of an individual to hold an office in accordance with this article, (A) time spent in an office in fulfillment of a term to which another person was first elected shall not be considered; and (B) a person who is elected to an office in a regularly scheduled election and resigns prior to the completion of the term for which he or she was elected, shall be considered to have served the full term in the office.
Timing Considerations
If Council desires to place an issue on the November 2, 2021, Election Ballot to amend the City's Charter, a certified copy of the legislation (adopted by at least 5 Council members) submitting the proposal to the electors must be provided to the Summit County Board of Elections no later than 60 days prior.
