Brief Description: City staff is requesting approval to enter into a professional services agreement with Advanced Control Systems for the purchase and installation of upgraded software and hardware for the Electric Department's Supervisory Control and Data Acquisition (SCADA) system, including system security and redundancy components.

Purpose & Explanation
The Electric Department's current SCADA system is more than 10 years old and is reaching its end of serviceable life. It is no longer supported and needs to be upgraded due to technical limitations. The new version is designed with all the appropriate patches and enhancements to manage the utility system securely. Upgrading to the current version of RTU and software will allow the City to increase the level of security to protect this system and provide system redundancy. This upgrade was scheduled to be included in the 2022 budget, but due to some unsupported technical issues resulting from changes to the city's email services and network, as well as recent heightened cyber security concerns, staff is requesting this upgrade to be completed in 2021.
