A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR SPECIAL FEDERAL RESURFACING PROGRAM FUNDS PROGRAMMED BY THE AKRON METROPOLITAN AREA TRANSPORTATION STUDY FOR VARIOUS ROAD PROJECTS.
Brief Description: This legislation is necessary to apply to AMATS for federal funds. AMATS has confirmed that $4 million in Coronavirus Stimulus Plan funds have been allocated for the Akron urbanized area towards resurfacing projects. These federal funds are for 2023-2024 calendar years.

Purpose & Explanation
In April 2021, AMATS identified that due to unanticipated funding opportunities posed by the on-going COVID-19 pandemic, that a "special" round of funding for resurfacing projects in the region would become available. AMATS has confirmed that $4 million in stimulus funds through the recently enacted federal Corona Virus Response and Relief Supplemental Apportionments Act (CRRSA) was allocated for the AMATS region and that these funds must be spent by fiscal year 2024.
AMATS requested that due to the expedited schedule to utilize the funding, the requests for funding be submitted by members in early May. AMATS also notified members that legislation authorizing the applications for funding could be submitted, after the funding requests, by July 1, 2021.
AMATS has allowed each community to submit for up to two resurfacing projects. For this round of "special" funding, staff submitted the following resurfacing projects (see attached maps for further reference):
1. Valley View Road Resurfacing (North Corp. Line to SR 91)
a. Construction Cost = $930,167 (AMATS 80%-$744,133; City 20%-$186,034)
b. AMATS PCI Rating = 48
c. Currently scheduled for resurfacing in 2023 if solely City funded.
2. Barlow Road (East) Resurfacing (PCI = Hudson Industrial Parkway to Stow Road)
a. Construction Cost = $488,604 (AMATS 80%-$390,883; City 20%-$97,721)
b. AMATS PCI Rating = 59
c. Currently scheduled for resurfacing in 2022 if solely City funded.
