Executive Summary:   This ordinance establishes the City's 2013 budget.

City Council passes an ordinance approving appropriations annually.
Purpose & Explanation
Attached for City Council's consideration is the Ordinance reflecting the fund/department budgets for 2013 that were discussed at recent budget workshops.
 
The total 2013 budget is $71.3 million.  Of that amount, $8.6 million are transfers out to other funds which are than appropriated within the receiving fund.
 
The budget also includes $3.3 million in Trust & Agency Funds, which are funds that the City basically serves as the fiduciary agent or pass-through entity.  The largest are the Library Levy Fund at $1.9 million and Dedicated Tax Revenue Fund (Issue 3 Funds to the Schools) at $1.25 million.
 
The personnel budget for 2013 totals $17.7 million for all funds/departments. This includes compensation and all related benefits.
 
The final copy of the budget book will be distributed toward the end of January which will allow us to include the 2012 actual amounts.
