Executive Summary:  This Resolution amends the Length of Service Award Program (LOSAP) program by increasing the amount of contribution for the firefighters.  This request was discussed during the budget process and was received favorably by City Council, however the change requires formal adoption of the amendment.

Legislative History
City Council approved the LOSAP program in 2005.  Proposed changes were discussed during 2012 budget process, as noted in the attached Staff Report, but were not formally presented for adoption.
Purpose & Explanation
The purpose of the change is to increase the contribution to the LOSAP program for firefighters from $500 per year to $750 for members with less than five years of seniority and $1,500 for members with five or more years of seniority.  EMS is in the process of amending their plan and will bring recommended changes to Council at a later date.
Timing Considerations
The increase would be retro-active to volunteer service beginning 1/1/2012.  The contributions for calendar year 2012 would be made in 2013.
