Executive Summary: Staff received City Council authorization to purchase a replacement street sweeper in 2018. After review and discussion with the Finance Department, staff wishes to implement a pilot street sweeper program that will result in a decrease in overall expenses.

Purpose & Explanation
In January, staff asked for and received permission to proceed with the purchase of a replacement street sweeper, as our current unit is eleven years old. Upon further discussion and investigation with the Finance Department, we believe that we can contract for these services at less cost than we can perform them in-house. Attached is a detailed financial analysis that breaks down the cost of street sweeper ownership over the course of its expected life, employee costs, depreciation and typical annual sweeper repair costs. The cost of our annual contracted spring street sweeping program is $12,000. The change order would increase the contract amount by $25,800 to $37,800 annually. But, the savings to the City by utilizing the contract labor could be $15,380 annually or $153,800 over the ten-year life span of a sweeper.
Timing Considerations
Staff currently has a contract in place with Reilly Sweeping, Inc. for our annual spring road sweeping. The contract for 2018 is $12,000. Upon approval, this change order would allow Reilly Sweeping to service all scheduled program sweeping. Emergency street sweeping would continue to be performed by staff members with our existing street sweeping machine.
