Purpose & Explanation
The Ohio Grade Crossing Elimination Program, administered by the Ohio Rail Development Commission (ORDC), provides funding to assist local communities in eliminating hazardous railroad crossings.
In January 2024, the City of Hudson submitted an application to the ORDC and was awarded $2,886,174 for the Hines Hill Road Grade Separation Project. In April 2026, the ORDC approved additional contingency funding in the amount of $1,403,826 to assist with project costs as we transition from an ODOT-managed project to a Local-let project managed by the City. These funds will serve as a safeguard for project delivery and will be accessible, if necessary, after all other funding sources are utilized.
The project's total cost is estimated at $19.5 million. Funding sources include the ORDC grant mentioned above, the Federal Rail Administration's Ohio Grade Separation Program, Norfolk Southern, and the City of Hudson.
The project's construction is anticipated to take place in 2029.
This increase in ORDC funding necessitates a modified Agreement. Please see the attached document for the detailed grant amounts
