Purpose & Explanation
The current hydraulic rescue tools are between 6 & 27 years old and are ineffective when used on newer vehicles with high strength steel. Recent incidents involving newer cars constructed of high strength steel have created significant challenges for our firefighters using our aging tools. This tool purchase will expand our capabilities, allowing us to respond to two separate vehicle extrication incidents that occur simultaneously or to better handle multiple vehicle incidents with multiple entrapments. A committee of five HFD firefighters evaluated the top five manufacturers of hydraulic rescue tools over the last 4 months. The committee narrowed the choice to the top two, received estimates and then chose the Genesis brand as their unanimous choice. Genesis was the lowest and best estimate. Please refer to Exhibit A for an in-depth explanation of the evaluation process, vendor's evaluated and master list of tools to be purchased and tools to be traded in.
Timing Considerations
We would like to complete the delivery and implementation of the new tools before the end of 2013.
Fiscal Impact
x Currently Budgeted for $35,000 plus a $6,000 second quarter appropriation, totaling $41,000.
