Purpose & Explanation
Refer to attached memo for an update on the DORA, as well as feedback from businesses.
Section 4 of Resolution 20-69 requires City Council to review of the program in January 2021 to determine whether to continue the DORA under the same terms, modified terms, or dissolve the DORA. The program update has been scheduled for the October 27, 2019 workshop to provide Council an update and to discuss any possible changes needed prior to the January 2021 Council review. This will provide the local businesses guidance for planning for the 2021 season.
For reference: The Ohio Revised Code requires all legislative authorities to review the operation of the DORA area after five years of operation and either approve the continued operation of the area or dissolve the area.

Staff is seeking Council input at this time. Staff will return to City Council following this discussion for any amendments to the DORA.
