Purpose & Explanation

Many matters Council addresses should or must go through a board or commission for further investigation, discussion, and opinion before Council acts on them.  It is in the best interest of the public and City operations to conduct Council business properly and efficiently.

The current parliamentary procedure and manner of referring matters to a board or commission leaves room for ambiguity.  The Roberts Rules of Order create complex intricacies depending on the topic, and a clear, efficient method for referring matters to a board or commission is certainly preferrable.
