Purpose & Explanation
Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into this bargaining agreement, to be effective January 1, 2024, which covers terms and conditions of employment and other related matters for the Ohio Patrolman's Benevolent Association (Patrol Officers) bargaining unit members. The contract will be effective January 1, 2024, through December 31, 2026. The agreement is scheduled to be ratified by Union membership vote in the near future.
OPBA - Patrol Officers Contract 2024-26 Changes:
* $2.00 base wage "market adjustment" on January 1, 2024.
* 3% base wage increase, effective January 1, 2024.
* 3% base wage increase, effective January 1, 2025.
* 3% base wage increase, effective January 1, 2026.
* Field Training Officer pay of 5% of an employee's regular hourly rate of pay for time spent performing Field Training Officer duties. The City already pays this at its discretion. The new contract language would make such payment mandatory.
* Add Juneteenth as a paid holiday. Add the Friday after Thanksgiving and New Year's Eve to the list of holidays which are paid at an employee's overtime rate when the employee works on such holidays.
