Purpose & Explanation
In early 2021, an intersection safety study was performed on the intersection of Stow Road and Middleton Road and found that a new signal is warranted.
A Request for Proposal for the design of the signal improvement was sent out to five (5) engineering firms. Two (2) firms submitted a proposal for the signal improvement design. The firms were Mott MacDonald and TranSystems. Based on the review of the proposals, staff identified the best consultant is TranSystems at a design fee of $64,568.28. This fee includes the surveying, design, utility coordination, right-of-way acquisition and bid/construction support services.
Note: The right-of-way acquisition is required due to exiting property lines adjacent to intersection (see exhibit attached) and need for right-of-way to place new pole foundations.
As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the design. The 10% amount would be $6,456.28 for a total fee of $71,025.11. For considerations in excess to this amount, we will return to the City Council
Construction of the traffic signal is estimated to be the summer 2022.
