Purpose & Explanation
Previously, the City Council passed Ordinance 22-79, which instituted a rule requiring that all resolutions and ordinances first be placed on a Workshop agenda and that before any such legislation could advance to a regular or special City Council meeting agenda, it was required to receive the affirmative support of at least four members of Council.
This legislation will change the policy slightly. While maintaining the requirement that each legislative item first be discussed at a Workshop, this proposal removes the express requirement that at least four members support it before it can be placed on a regular or special meeting agenda. By removing this latter requirement, each Council member will now have the right to have his or her legislative ideas considered at least once during a meeting where legislative action can be taken.
