Purpose & Explanation

This design work is for Stage 1 or “low-cost immediate improvements and implementation” as stated in the Adaptive Signal Executive Summary, dated May 21, 2019, by TMS Engineers Inc. (see estimated costs in Section 7.3.1 on page 55 of the attached report).  The design is estimated at $25,000 to $30,000.  This work will enhance our existing traffic signal system with additional detectors, software programming upgrades, system analysis, data collection and re-timing of the signals.

Following the RFP submittals staff will return to Council to make a recommendation and request an award with a consultant.

Suggested Action

Staff recommends City Council authorize the City Manager to solicit proposals for Stage 1 of the adaptive traffic signal project and declaring an emergency for the public health and welfare by improving the citywide traffic signals and making them safer.
