A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR HIGHWAY SAFETY IMPROVEMENT PROGRAM FUNDS PROVIDED BY THE OHIO DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS TO THE RAVENNA STREET AND STOW ROAD INTERSECTION; AND DECLARING AN EMERGENCY.
Brief Description: The City Administration recommends to the City Council that the City apply to the Ohio Department of Transportation (ODOT) Highway Safety Improvement Program (HSIP) for traffic safety improvements, including a new traffic signal and turn lanes for the intersection of Ravenna Street and Stow Road.

Purpose & Explanation
This is a request to submit an application to ODOT for Federal Funding assistance through the Highway Safety Improvement Program (HSIP) for improvements to the Ravenna and Stow Road intersection. The proposed improvements include the replacement of the traffic signal system at the intersection including new controller and pole/mast arm configuration, and introduction of new turn lanes along Ravenna Street, as recommended in the Intersection Safety Study completed in October, 2023 by TMS Engineers, Inc.
The total cost of the project, including design, construction and construction management is $1.6 million. The HSIP Grant funding, if awarded, is anticipated to be a 90/10 split with ODOT funding 90% of the project ($1,440,000) and the City funding 10% of the project ($160,000). Note that project estimate does not include property acquisitions which are unknown at this time.
Applications are due to ODOT by March 31, 2024 and the City estimates that it will be informed if the project is funded in late 2024. Project design is anticipated to take place in 2025 with construction in 2026, pending funding availability from ODOT.
