Purpose & Explanation
Staff issued a Request for Proposals (RFP), received submissions from four firms, and conducted a comprehensive evaluation. The selection committee-comprising three IT staff members, the Public Works Director, and the Assistant City Manager for Finance. This team narrowed the responses to two finalists. Interviews were held with each company, allowing City staff to provide additional project details and giving the firms an opportunity to ask clarifying questions to refine their proposals. As a result, both companies submitted revised pricing. Hurricane Labs ultimately emerged as the top candidate, offering a well-targeted proposal that included relevant project examples and demonstrated significantly greater expertise and experience in the SCADA/OT domain compared to the other respondents. Here is a list of proposals we received:

Exceeded the allocated budget.
* TrustedSec - $42,000
Submitted pricing for only a portion of the project scope.
* DeepSeas - $32,218
Demonstrated limited experience in SCADA/OT environments and did not match the level of expertise shown by Hurricane Labs.
* Hurricane Labs - $46,150
Provided a well-rounded proposal with significantly greater expertise and experience in the SCADA/OT domain compared to other respondents.
