Purpose & Explanation
This work will include the hazardous material inspection, investigation, sampling and testing, construction administration, bid assistance and design services in order to properly remove the hazardous material and demolish the existing structures.
A Request for Proposal for the above mentioned environmental and design services were sent out to four (4) environmental, engineering and architectural design firms. The following firms submitted proposals for the environmental and design services for this project. The submitted proposal fees were as follows:
1. Environmental Design Group $129,359.06
2. DLZ Ohio, Inc. $138,677.84
3. Emerald Environmental, Inc. $152,510.00
4. Atwell-Hicks (no bid)

Based on a thorough review of the proposals by the City staff, we recommend to Council that Environmental Design Group shall be selected to perform the hazardous material mitigation, and the demolition design for the former Youth Development Center campus area at their fee of $129,359.06.
We are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the environmental and design services. The Total amount requested: $142,294.97
