Brief Description: This is a follow-up discussion from September 12, 2024, Council Workshop. Council requested staff review the possible installation of a Pedestrian Hybrid Beacon (aka High-Intensity Activated Crosswalk signal, or "HAWK" Signal), on Aurora Street at E. Main Street or the mid-block crossing on N. Main Street. In addition, staff will review conceptual, road widening options along Aurora Street to improve congestion at the intersection of Aurora Street and N. Main Street.

Pedestrian Hybrid Beacon (aka HAWK Signal) Study
In August 2024, City staff and Councilor Banweg conducted a walking site visit with a visually impaired resident from College Street and a representative from the Cleveland Sight Center. During this meeting, the concept of introducing a High-Intensity Activated Crosswalk (HAWK) signal at the crosswalk on Aurora Street at E. Main Street was discussed.
Staff presented a summary of the resident site visit to the City Council at their August 27th Workshop. Council members requested further study to determine the feasibility of implementing a HAWK signal at either the intersection of Aurora Street and E. Main Street or the mid-block crosswalk on N. Main Street. In response, the City hired TMS Engineers to conduct a study on Pedestrian Hybrid Beacons (HAWK signals) near downtown. The study reviewed existing site conditions, traffic data and crash history to identify the benefits and impacts of adding a HAWK signal.
Based upon site distance criteria, crash history, vehicle and pedestrian volumes, vehicle gaps allowing for safe road crossings, and increased traffic congestion, the study does not recommend the installation of a HAWK signal at any of the locations reviewed.
