Executive Summary
Utility Billing and Public Works Administrative Support Divisions have each been using a temporary employee to supplement operations due to employee resignations. The cost of each temporary employee will exceed $25,000. To ensure compliance with the City Manager's spending authority, staff is requesting Council's approval of the agreement with the temporary agency (Randstad, Inc.)

Purpose & Explanation
City staff has been reviewing the duties of the clerical staff in Utility Billing, Public Works, Community Development and Engineering with the goal of maximizing staff time and possibly reducing staff. There have been four clerical staff members retire (three in Town Hall and one in Community Development). We backfilled one position and supplemented two others with temporaries. The backfilled position was recently vacated.
Timing Considerations
We expect to make the staffing decisions in the coming months and should no longer need the temporary employees.

Recommendation
The City staff recommends that City Council approve the contract with Randstad, Inc to use temporary employees in an amount not to exceed $100,000.
