Purpose & Explanation
For the first ten years of the City's leaf pickup program, Public Works worked closely with local Hudson vendors to dispose of leaf material at their respective locations. There was no cost for the City to dispose of the program's leaf material. For the last several years, City staff has used several local vendor locations to avoid paying disposal fees for leaf material.
In September of 2023 Public Works was notified by the local vender set up to take leaf material for the 2023 program that they would no longer accept materials for this season's program. As such, staff immediately solicited a number of vendors to take the City's leaf material for this season. This exercise resulted in only one vendor agreeing to take the City's leaf material.
Staff was able to work with Kurtz Brothers who own an EPA certified Class IV location on Akron Cleveland Road on the west side of City. This is the only location staff was able to find in a thirty-minute radius. There is no previous estimate available as the City has not incurred this expense previously. Public Works Staff had secured an appropriation for the estimated costs in the third quarter. The estimated cost for the 2023 season is detailed below.
Budgeted Estimate: $36,000
Total estimated material volume - 20,000 cubic yards.
Kurtz Brothers, Inc. price - $45.00/25 cubic yards (1vac load).
Estimated seasonal loads - 800 (vac loads).
Estimated Disposal cost - $36,000
