Purpose & Explanation
The city administration proposes new ward boundaries to equalize the population among the four (4) ward boundaries as required in Section 3.01 of the City Charter, based on the new 2020 U.S. Census data and the population changes to the City Council Wards.
Per Section 3.01 of the Hudson City Charter:
SECTION 3.01 COMPOSITION AND TERMS.
The Council shall consist of seven (7) members, a majority of whom shall be elected one (1) from each of four (4) wards of the Municipality and the remaining three (3) elected at large. Ward boundaries shall be redrawn by a majority of Council to reflect approximately equal population, based upon a change due to annexation, or a change in population, in accordance with U.S. Census data revised each decade, within one (1) year of receipt by the Municipality of final census data.
Attached to this staff report:
* The previous census population distribution ward maps from merger in 1994 through 2010;
* The new 2020 census map and current population distribution;
* The recommended changes to the 2020 ward boundaries based on the new 2020 census blocks in order to approximately balance the population of each ward per the City Charter.
Timing Considerations
Per the City Charter Section 3.01 the City has 1-year to update the Council Wards from the receipt of the final U.S. Census data, which was issued on September 30, 2021.
