Title: A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT FOR THE PURCHASE OF ONE SEWER CLEANING COMBO TRUCK FOR PUBLIC WORKS DEPARTMENT OPERATIONS; AND DECLARING AN EMERGENCY. The City Manager recommended that the purchases be funded utilizing a portion of the general fund's excess carryover balance. The Council indicated that they would allocate $560,000 of the excess funds towards the equipment purchases. Staff has located the pieces of equipment and discussed the funding options with the Finance Department and has recommendations for moving forward.

Purpose & Explanation
At the July 23rd Council meeting discussion , staff requested authorization to purchase and/or lease to own a replacement sewer vac truck, street sweeper, and knuckle boom truck. Following discussions with the Finance Department, at this time staff recommends the outright purchase of the sewer cleaning combo truck from MTECH Company out of Cleveland Ohio using the Sourcewell government purchasing program.

- Sewer Cleaning Combo Truck (Vac Truck) - Not to exceed $560.000.00
Regarding the remaining 2 pieces of equipment, we recommend the sweeper be purchased through a lease to own agreement. As such, this will come before the Council in a separate piece of legislation. At this time, we also recommend that the purchase of the knuckle boom truck be paused until closer to the end of the year to determine if the PW budget will have remaining funds that could be put towards the purchase, or move the purchase to the 2025 budget.
