Purpose & Explanation
Sapphire Estates Subdivision is proposed for property at 1731 Norton Road. The subdivision will create two additional lots and connect Sapphire and East Sapphire Drives. The subdivision abuts Crane's Addition to Hudson-Darrow Estates ("Crane's") to the west and Hudson Pines Subdivision to the east. Sapphire Drive is a street in Crane's that terminates at the east end with a "5' strip reserved to Summit County, said reservation shall be removed if and when this street is legally extended and open to the public use". East Sapphire Drive is a street in Hudson Pines that terminates at the west end with a "5' reservation to the County of Summit until such time that this road is legally extended". Council must release the reservation strips to allow the streets to be connected. The release should be effective only upon recording the final plat of Sapphire Estates Subdivision. The subdivision must meet all City requirements and engineering standards before the plat may be recorded.
Timing Considerations
The preliminary plan for Sapphire Estates Subdivision was unanimously approved by Planning Commission after a public hearing at its meeting on July 14, 2014. Based on this approval the applicant is preparing the final plat and improvement plans. These must be approved by Planning Commission at a public hearing which staff predicts will not occur until October.
