Purpose & Explanation
This project consists of new traffic signals at the intersection of Stow Road and Middleton Road. The signal at this intersection was warranted in 2021 as part of the Stow and Middleton Road Intersection Study which recommended the installation of the new signal to improve safety and operational issues at the intersection.
The project will replace the existing flashing overhead beacon/stop signs at this intersection with the new poles with overhead mast arms, signal heads, controller cabinet, underground infrastructure, pedestrian signals, and pavement marking.
Bids were received on July 12, 2022. Bid received were in excess of the Engineer's Estimate by 25%. Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate: $188.802.57

Staff reviewed the increased costs with the design consultant and bidders and identified that the escalated costs are due to general increase in labor and material costs affecting the construction industry.
The revised estimated costs of construction of the project is $241,201.03. An additional 5% contingency is requested in the amount of $12,060.05 for a total construction cost of $253,261.08. ($241,201.03 (construction contract) + $12,060.05 (5% contingency) = $253,261.08).
