Purpose & Explanation
Per Council’s request at a previous Council Workshop, a draft of possible Sister City Guidelines has been provided to Council as a starting point to begin the discussion of establishing Sister City relationships. These Guidelines have been reviewed by the City Solicitor’s Office.
To summarize the attached Guidelines document, a request for establishing a Sister City relationship with the City of Hudson would require interested parties to submit a proposal that would be reviewed by Hudson City Council. If Council agrees that the request has met the guidelines and would like to pursue a relationship, Council would authorize a Memorandum of Understand be created that would officially establish the relationship. The MOU has not been written at this time but would be created by the City Solicitor’s Office if Council wishes to move ahead with these Guidelines, or modifications thereof. These Guidelines would not become legislation, but rather would be a City policy. The MOU, should one be created, would require legislative action by Council to formally authorize the Sister City relationship.
