Purpose & Explanation
In April 2017, the Ohio Department of Natural Resources (ODNR), Division of Water Resources, inspected both the Upper and Lower Lake Dams at the Barlow Community Center. ODNR identified that both dams require improvements to the primary spillways and emergency overflows in order to meet the updated design criteria as designated by the Ohio Administrative Code.

In March 2019, City of Hudson, in association with the Northeast Ohio Regional Sewer District (NEORSD) finalized a study titled the "Cuyahoga River South (CRS),
Stormwater Master Plan (SWMP) - City of Hudson Community Report". The CRS SWMP
study identified problems and recommend stormwater solutions, within the Brandywine Creek Watershed, to improve regional storm water management and water quality in the watershed. The study recommended improvements to the Barlow Community Center's Upper Lake, including increased storm detention volume and operational controls.

In April 2019, the City's and its consultant finalized the "Feasibility Study for the Barlow Community Center Dams". The feasibility study developed a set of alternative design solutions to meet the ODNR dam requirements and verified that the additional storage volume identified in the CRS SWMP can be constructed.
