Title: AN ORDINANCE ESTABLISHING AN INTERCONNECTION POLICY FOR THE CONNECTION OF RESIDENTIAL AND/OR COMMERCIAL SOLAR POWER GENERATION SYSTEMS TO THE CITY OF HUDSON'S POWER GRID THROUGH AUTHORIZATION OF A MODEL INTERCONNECTION AGREEMENT AND FEES THEREFOR. Executive Summary: The Hudson Public Power staff has been working in cooperation with electrical design Engineers and the City's legal department to establish a formal interconnection policy and agreement to allow residents and/or businesses to interconnect privately owned solar power generation systems to the Hudson Public Power grid thereby allowing the customer to return unused solar generated electricity back to the power grid and realizing an account credit for the metered return amount (kWh). Public Works staff wishes for City Council to adopt the proposed policy for implementation.

Purpose & Explanation
Over the past two years Hudson Public Power (HPP) has received inquiries as to the City's ability to allow customers to install privately owned solar power generation systems and return any unused power to the City's power grid. As it is expected that these types of requests will become more prevalent as such technologies become more popular, HPP has developed an implementation policy, technical specifications, and fee schedule to accommodate such requests. The proposed application policy has been reviewed and approved by the City Solicitor's office.
Included in the policy are the following items which have been attached for review:
o Application for system installation
o Formal agreement for operation, and account credit process and specifications for unit installations, operation and testing
o Fee schedule for the "City side" system hardware and metering devices

Timing Considerations
Staff would like to have the policy in place as soon as possible to begin accommodating interested HPP customers.
