Executive Summary: This Resolution would authorize the advertisement, receipt of bids and award of contracts for the 2019 five (5) annual road programs that comprise the Annual Capital Maintenance Program. The program includes: Line Striping, Crack Sealing, Concrete Replacement, Sidewalk Connectivity, and Asphalt Resurfacing.

Purpose & Explanation
The City Administration is requesting City Council approval to advertise, bid and award contracts for the 2019 five (5) annual capital maintenance road programs which include the Line Striping, Crack Sealing, Concrete Replacement, Sidewalk Connectivity, and Asphalt Resurfacing Programs. Each of these will be bid out separately.
Timing Considerations
Upon authorization to proceed by the City Council, the administration intends to advertise these programs at the end of 2018 in order to obtain better pricing and more bidders for construction in 2019. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into contracts with the lowest and best bidder. Staff is also requesting that a 10% contingency amount be added to the contracts with the lowest and best bidder.
